Phd research in a national lab

Is it possible for an international student to conduct his phd research in national lab?
I found this link for LANL (http://www.lanl.gov/careers/career-opti ... /index.php) but I couldn't find any specific instructions except for Brookhaven and Stony Brook uni.
Can only affiliated faculty can supervise such research? Is it possible only in an affiliated university? What is the procedure when applying to university with such intentions? Are all national labs affiliated with certain universities?

It can be done. It all depends on what your adviser does. If he or she has an appointment at a national lab then it's possible you can get in. Your degree will still be from your home institution, however, regardless of where the actual research is conducted (astrophysicists collecting meteorites in Antarctica don't get degrees issued by penguins).
