I haven't seen any schools that don't require at least a 3.0 undergraduate GPA for admission into the graduate school. You might be able to convince them to go off your major GPA rather than your cumulative, but I wouldn't count on it. Your GRE isn't great, but I think a 650 is still above 50%, isn't it? If so it shouldn't hurt you too much, but it won't help either.

I'd first make sure that those schools aren't going to throw your application away based on your GPA.

Colorado accepts applications that have a 2.75 and above

Not as highly ranked, but Lehigh does as well.
