Can I make it to PennState with this? Need opinoins

Hello:

I am trying to apply to Penn State for spring, I am just wondering whether I could make with my grades, I am international

Masters GPA 4.0 / 4.0 from NIU
V 510 (65%)
Q 790 (91%)
W 4.5 (67%)
P 840 (79%) in 2011 and 780 (70%) in 2010

Worked for 2.5 years in experimental HEP in Fermilab and Argonne (ATLAS), have 1 publication, 2 posters in conferences and my thesis will be uploaded to FNAL library. I can have many strong recommendations.

Do you think I have a chance?

I know many students got into very good schools. Your MS looks good. what's your undergraduate CGPA?

my undergrad GPA was 2.82 / 4 but it was in Industrial engineering in Jordan (believe me, this is not as bad as it seems for Jordan)

Admissions offices will often rescale for students in countries with grade deflation. Make sure you have a strong letter (preferably from a FNAL collaborator) that backs up your academic ability (or, in the jargon, your intellectual merit).

Just to let you know - Penn State seems to have become significantly more competitive in recent years since it really climbed up on the NRC Rankings (I know this to be the case for Astro - it may apply for other subjects since the adjusted NRC Rankings *really* benefited Penn State everywhere).
