Deadline times

I was wondering that if a school states that the deadline is, say, December 1st, what does that mean time-wise. I'm not sure if I have seen that stated anywhere. Is 23:59 on 1st ok, or 15.59, or something else? I obviously don't plan on waiting until the last possible second, but in case the *** hits the fan and something unexpected happens, it's better to ask now than at 15:47 on 1st.

I've never heard of a place that would worry about a few hours. It isn't like an NSF grant, or the GRE signup deadline, where the precise minute is fixed.

that Harvard disables the online submission system at a specific time. This is according to a scary mail from Embark. Luckily not a program I'm applying to (nor sure why I got it...at least I wasn't called George there), but wouldn't be a surprise if that was a common practice for them.

As far as I can tell, most schools don't close down their admissions pages until many months past the deadline and it would make since for them to keep it open. After all, this just allows more people to pay fees on applications which they have no obligation to even look at.
