Confusion regarding GPA

Hi
I am pursuing a Dual Degree from India and was confused regarding how my(B.E) is horrible, but my it's 3.2/4 in physics(M.Sc). Should I not apply to US universities since most of them have a 3/4 requirement? My Physics GRE score is 740, I have decent LORs and have I paper published in Neutrino Physics.
