Graduate Assistance in Areas of National Need

Is anyone applying to this?

They want a research proposal... is it ok to create one out of thin air, or should I wait another year?

the amount of paperwork is a little daunting, and I might give up on this one.

(right now I have started graduate school in my undergraduate institution, but will be transfering somewhere else next year.)

The proposal is probably not that different than the one required by the NSF (except the research focus must meet certain other requirements). You might find this thread useful:

I did see that post, but sortof forgot. Its very useful advice.

I actually just found out that this program is for professors and academic department heads. "Students are NOT eligible to apply for this grant."

It would have been good if I checked the "eligibility" section first...
