GPA scale 9.0=>4.0?

The University I attend uses GPA out of 9.0 as following;
A+ = 9
A = 8
A- = 7
B+ = 6
B =5
B- =4
C+ =3
C =2
C- =1
So how can I convert it to scale out of 4.0 as in US?
There are many different opinions on this such as;
1. (my gpa)/9 * 4
2. regard A+ same as A and do same calculation since US don't have A+
3. No need to convert it since each individual university has different rules
opinion#3 is not helpful because some University demand us to state GPA (scale out of 4) on application form.
SO! WHICH IS CORRECT METHOD???????????????????????????
