When are new NRC rankings coming out?

The bottom of the PhD rankings page says that new rankings of graduate schools are supposed to come out in December 2007.

Anyone know where and when we can get the new rankings?

How do people know which programs are good programs then? I used this website before but if it's using "10 year" old info then does anyone know of current rankings? Just curious, thanks
