Take your Physics GRE in junior year if you can and again in senior year and the score will guide your list.
Look at U of Maryland, as they have a lot of EE and physics interactions and lots of theorists in areas that overlap EE and physics.
U of Maryland is on a METRO subway line from Washington DC, in College Park, Maryland.
