Low ranked school for physics

I didn't do so great on my pgre and got into a pretty low ranked program for experimental nuclear, however the school just short of guarantees that I would be able to carry out my thesis research at a nearby national lab. Should I accept this offer or take a year off to retake pgre and apply to better programs?
