Kinda Mediocre Everything - Should I look for Masters first?

Hey guys, I've been researching schools, and it's dawning on me in more ways then one that my profile is really weak. I'm really interested in HEPT, Nuclear, and Gravitation, but those seem to be pretty competitive fields. So essentially I've been thinking: Maybe I should apply for a two year Masters, then try for stronger schools after that? Does anyone have any experience with this?
A general profile is:
PGRE: approx. 50%, but it's not in yet
GRE: 80% W, 81% V, 89% Q
GPA: 3.3 Physics, 3.5 Math, 4.0 French
~1 year of research with my particle physics professor
Aside from that not much else to say.
To give an idea of where I've been looking for Nuclear Physics (I've peeked at HEPT but I don't think that's going anywhere):
U Connecticut
U Massachesutts Amherst
Case Western Reserve
George Washington University
Temple University
And where I've been looking just in general:
U British Columbia
McGill
U Montréal
U Pennsylvania
Drexel
Rutgers
U Arizona
UC Irvine
UC Riverside
U Ohio
U Oregon
In your guys' opinions, do you think I should reconsider my options and look more closely at Master's programs? If so any suggestions? Are there any schools on my list that are just 100% too reach and I should remove?
