How come there is almost no MA or MS program only?

How come there is almost no MA or MS program only?

I'm looking for a terminal MA degree in physics but most of top schools (or all of them possibly) don't offer any terminal masters degree program. Do you guys know any school in top 20 offering a terminal MA degree??

why do they only offer Ph.D btw?

oh thanks but well.. it's engineering physics degree and only has got few limited area of research..
