Which one might be the better school for Ph.D.?

Florida St is higher ranked on US News, but prob depends on subfield and how... research-ey you are?

My research interest is in HEP Theory. The stipend amount is significantly higher for Alabama while the living cost and weather is almost same.

Are you sure Alabama has a higher stipend? I would assume they would be almost the same. Both depts have 4 HEP theory, but I don't know who is better. Did you talk to professors at either school?
