how much does the GRE scaling vary from year to year? i.e. if i felt that the GRE physics test was much much easier than any of the practice exams, would that mean that i can't get a 990 without actually getting everything right instead of getting just 80% or so?

I don't know. While I felt that this exam was quite different from the practice exams, I don't know that it was universally seen as easier. I for one wanted to stab myself in the head by the end of it.

The scaling is based on the distribution of raw scores. So yes, if everyone did better on this one, it would make it harder to get a 990. However, ~1000 people take this exam, and they all have varying degrees of preparation for it, so you will always get a broad range of scores. Good luck!
